AI literacy: what article 4 of the EU AI Act requires from your organisation

Regulation (EU) 2024/1689 — the AI Act — is not only for tech giants. Its article 4 has applied since 2 February 2025 to every organisation that uses an AI system, including a generative assistant in the office. Here is the essential, without jargon.

Who is concerned by article 4?

Providers and deployers of AI systems: in practice, any company, association or public body that uses an AI system in its activity, whatever its size.

What exactly does article 4 require?

To take measures to ensure, to their best extent, a sufficient level of AI literacy of staff and other persons dealing with the operation and use of AI systems on their behalf, taking into account their knowledge, the context and the persons affected.

What are the penalties?

Article 4 carries no specific fine in the regulation; it is enforced by national market-surveillance authorities and weighs in case of breaches of other obligations. Documented training is the best protection.

How do we prove compliance?
